Decision record
Discovery is followed by classification and authorization before acquisition. The registry captures method, access class, evidence reference, terms/robots assessment, reviewer, effective dates and restrictions. Robots directives inform access decisions; they do not create a license. Absence of a prohibition is not unrestricted authorization.
Enforcement
Pending, permission-required, blocked, prohibited, expired and terms-changed sources cannot acquire through the guarded pipeline. Publication is a separate permission. Material listing fields carry their evidence type, observation date and method. A source’s legacy approval or partner label is not legal authorization.
History and response
Corrections append evidence rather than silently rewriting provenance. Public suppression prevents continued display while legal/audit retention is assessed. Raw payload retention must remain necessary and scoped. Acquisition decisions and changes to permissions need auditable review.
